NERC will begin to register Computational Loads (Data Centers) in 2027. This registration is the first step in integrating CLs into the NERC Reliability Entities (such as Transmission Owner, Transmission Operator, Generation Owner, Generation Operator). On the heels of registration, CLs will be faced with complying with mandatory NERC Standards and will be subjected to penalties for non-compliance — up to and including $1 million per day per non-compliance.

What NERC Standards Apply to CLs?

CL-001

To establish interconnection requirements for Computational Load Sites (CLS), study the impact of interconnecting new or changed CLS, and establish modeling data requirements, verification, and reporting procedures for development of planning horizon cases necessary to support analysis of the interconnected transmission system.

CL-002

To ensure that each Transmission Operator, Balancing Authority, and Reliability Coordinator has the Computational Load Site data and information it needs to plan, monitor, and assess the reliable operation of the Bulk Power System (BPS); and to establish interpersonal communication capabilities at Computational Load Sites with predefined communications protocol to prevent or mitigate occurrences that adversely impact BPS reliability.

Background

Who is NERC?

Following the Northeast blackout of 2003, the Federal Legislature enacted the Energy Policy Act of 2005. That Act directed the Federal Energy Regulatory Commission to establish an Electric Reliability Organization (ERO). NERC was designated as the ERO by FERC on July 20, 2006. NERC fulfills the ERO role as the independent entity that develops and enforces mandatory standards for the reliable operation and planning of the bulk power system throughout North America. NERC also performs grid evaluation, trains system operators, and performs other important reliability functions.

How Does NERC Fulfill the ERO Role?

Standards Development

NERC manages the creation of Standards through assigned NERC staff and industry drafting team volunteers. Standards are published for comments at various stages and in their final form are submitted to FERC to be approved and entered into the Federal Registry as law.

Compliance Monitoring

NERC entered into Delegation Agreements with Regional Entities who perform Registration duties, audit the compliance of Registered Entities, and perform enforcement actions when a Registered Entity is found to be in violation of a Standard.
